I want to use rak831 in class b mode but I dont have gps module. Is GPS strictly necessary to use gateway in class b mode? For now I get BC:FAILED always.

Yes, a GPS/GNSS module is required for Class-B because of the accurate timing that is required to schedule the beacons and for downlink scheduling.
