Class C mode, but loraserver doesn't pub messages immediately

I have connected my node device (class C) to gateway. But when i used mqttfx to publish a tx message, gateway-end didn’t get anything.

the message may in the device queue, and send downlink util the device send a rx, like a Class A, but both device and loraserver i configured as Class C, what’s the problem, please?

But i have solved it by Re Active Device ! ! !
By the way, should i re active device each time when i change some configurations ??
