Such feature is not (yet) available. According to the specs, the fNS does a JoinEUI > JS lookup, and then sends a HomeNSReq query to the JS of this device.
I’m accepting a pull-request for adding a per roaming-agreement list of JoinEUIs as a bypass in case you (or somebody else) would like to add such feature
