Downlink only DR8 Class C

All downlinks are defaulting to SF12/500khz. According to 1.0.3 spec, I would understand that an end device using DR2 with RX1DROffset of 0 should be DR12, so what am I missing here? I’ve set the end node to use DR2 and disabled ADR, but the result is the same with ADR enabled.

Is there some setting I’m missing here?

Self answer:

Initial queued messages are sent at first RX using Class A packet which follows lora DR Table 17, following use default Class C RX2 window setting in region_*_.toml, specifically settings
