Please consider adding a user role that allows viewing the Network Server Dashboard to view the map/list of all tenants, but still not allow any other administrative access.
I have a guest account that is handed out to peers and mgmt to view, but have more than 10 tenants. The guest account is an unprivileged user of all tenants, but since the drop-down list of tenants only lists the first ten tenants, the rest are hidden unless the guest knows what to type in the drop-down search above the Network Server menu tree.
