I can't get UI in https://localhost:8080

ubuntu@alex:~$ sudo systemctl is-active loraserver
active
ubuntu@alex:~$ sudo systemctl is-active lora-app-server
active

When I enter https://localhost:8080 to browser.I get this:

Unable to connect

Firefox can’t establish a connection to the server at localhost:8080.

The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer’s network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

My firewall is off and in the browser setting, I set no-proxy.
Why cannot I see UI in https://localhost:8080?
