Chirpstack is open-source, no matter how many devices, gateways, or tenants added you will never have to pay! As for database storage, its really only limited by the machine running your server, and you have a lot of control over what is being stored and for how long. There are also ways to load balance and handle large deployments. There are many people using Chirpstack to manage thousands or tens of thousands of devices.
